I haven’t yet finalised the timetable (and here’s a chance, if you want to enrol in the course and think there’s something we should cover, let me know now!). The topics we covered last time this unit was offered (2012) were:
CONSTITUTIONAL ARRANGEMENTS.
THE COMMONWEALTH AS LEAD AGENCY: The role of the military in disaster response.
AUSTRALIA’S EMERGENCY MANAGEMENT ARRANGEMENTS
EMERGENCY POWERS.
MAINSTREAMING: Emergency management in land use planning.
LIABILITY: Causing a hazard.
LIABILITY: Failure to prevent a hazard.
POST EVENT INQUIRIES.
PAYING FOR IT ALL.
ISSUES IN INTERNATIONAL DISASTER RESPONSE.
The topics this year will be similar with the added bonus that we will be joined by Federico Casolari, Assistant Professor of International Law and Senior Lecturer of European Union Law at the School of Law of the University of Bologna. Professor Casolari is an expert on international disaster law and will, in April-May co-host a course on international disaster law in Sanremo, Italy (see the link to the flyer here Programme Brochure IDL Course 2014).
